10-YEAR PLAN:
Fargo’s
10-year plan to end long term homelessness, entitled "Going Home", was approved in August of 2006 with a 5-0 vote of the Fargo city commission.
The ten year plan identified 38 specific action steps as being necessary to end long term homelessness in the community. Ten of these action steps were initiated in the
first year, including the implementation of the Integrated Dual Diagnosis Treatment (IDDT)
model at the Southeast Human Service Center, the development of a drop-in center and point of outreach facility. The Gladys Ray Shelter was opened in March of 2008. This emergency
shelter serves clients who may not be able to access existing shelters for various reasons, including problems with past behavior or the existence of alcohol or mental health issues.
The shelter is a 35-bed facility and is attached to a new and expanded detoxification facility. The shelter has been serving a large number of guests and staff members at the facility have been successful in securing
housing for some of the most difficult to house individuals. The Fargo Housing Authority is developing a permanent supportive housing facility called Cooper House. The Cooper House apartments will have 43 rental units, including
32 efficiency and 11 one bedroom units. The project will be a stabilizing next step in the lives of individuals who have frequented emergency shelters, such as the Gladys Ray Shelter, and transitional housing programs. Construction of the facility is on
schedule and Cooper House should open in May of 2010.
Wilder Study:
Homeless data was collected in a Wilder Research Center survey that was conducted on October 22, 2009 in Fargo and Moorhead, Minnesota. This study gives a snapshot of the people experiencing homelessness in Fargo and Moorhead on a single day. Many volunteers are needed to conduct the survey. The results of the survey will be released in
mid 2010, but preliminary indications are that the number of homeless people in Fargo/Moorhead has risen significantly since the survey was last completed in 2006.
